How to realize the several aspects of the safety of the food quality deeply from now on, regularize the relationship of the impact of the safety of the food quality and set up an effective supervision mode to protect the safety are now the main problems. Although we have gained lots of fruit of the researches during these years, there are few macro researches about it. This paper is aimed to first analyze the reason of the safety of the food quality and the supervision mode, and then set up a complete and mostly preventive, scientific, effective and dynamic supervision mode of the safety of the food quality from put forward an analytic rule based on the abroad application risk, build up a supervision institution of the national safety of the food quality, set up a complete supervision system of the safety of the food quality and an inspecting prediction network of the food pollution and reduce the information asymmetry of the safety of the food quality, supply behavioral inspiration etc., all these are based on evaluating the foreign advanced experience rationally, summing up the practice of the supervision of the -safety of the food quality, and all these are integrating the national society background and the system of the production circulation, and are using harm analysis, the key reference point, exterior effect theory, information asymmetry theory and risk analysis theory of the safety of the food quality.As result of the above this paper concludes seven segments, as follows,Chapter One.
