| Food safety issues not only related to people's life and health,but also affect the orderly development of the entire economy and society,and even social harmony and stability.In recent years,with the development of food industry and new food technology,food safety incidents are frequent;people's demands for food safety are getting higher and higher.Food safety has become the most important livelihood,economy and even political issues.The Chinese government has also made a lot of work in ensuring food safety,and has basically formed a multi-level system to ensure food safety.But in recent years the frequent occurrence of food safety problems,reflects the level of food safety in China has yet to be further improved,food safety and food safety supervision system has yet to be further improved,the study of food safety supervision is also important Practical significance.In 2014,Tianjin took the lead in the super-ministries reform of food safety at the provincial level,the formation of Tianjin market and quality supervision administration,to realize the whole process of food production,sales and consumption unified supervision.In 2015,Market and Quality Supervision Bureau was formally established in various regions of Tianjin,Large institutional market supervision system to establish a comprehensive operation.This paper takes the food safety supervision mode of Beichen District in Tianjin as the research object,and uses the documentary research method,the system approach and the comparative analysis method,based on the discussion of food safety supervision and related theoretical basis to discuss the food safety supervision and the related theoretical foundation.This paper mainly introduces the results and status of food safety supervision system and model reform in beichen district,and analyzes and studies the problems existing in the reform,draws lessons from the successful experience and advanced practices in monitoring and managing food safety in developed countries,and uses the market failure theory and government regulation This paper puts forward some countermeasures to further optimize the food safety supervision mode in Beichen District,including adjusting the function and highlighting the key points;Reengineering process and determining level orientation;clarifying the rights and responsibilities;Redistribution of personnel and duties;Strengthen the grassroots level and cultivate talents;Integration of resources to enhance capacity;Standardizethe standard and improve the legal protection mechanism;Actively explore and practice the new mechanism of food regulation and other eight aspects,so as to provide a reference for the optimization of food safety supervision mode in Beichen District. |
