A Research On The Risk Control Of Military Defence Project

With globalization of economy, enlargement of society activity and unification of world market, every walk of life is facing uncertain environment conditions and different risk, today risk management has become social pop topic. Risk management evolves a relatively independent special trade too. Military project development is a kind of innovating process, it always goes with risk .Risk is inevitable, this is decided by only one time, unique and its difficulty and complexity of project. Loss caused by risk is difficult to repair and work is passive, which decides importance of risk control and management .At present, a majority of military units haven't built better risk management system in China, it is being seeking to study risk control process and design dynamic system. How to make effective risk control and build better risk control system and feedback mechanism is foothold and concluding point of the thesis.At present, in China Military adopts whole system and whole life management to manage modern weapon and equipment, whole system and whole life means to manage in the two facts aspects of system state of equipment and life process, it combine prophase management with anaphase management organically, and espe -cially pay attention to equipment justification, developing phase management .Thisis base and precondition of whole weapon and equipment management. So the thesis makes research for weapon and defence development phase in accord with require and state of military defence project management, which fits in with need of weapon and equipment management and characteristic of military defence project.Phase control theory with risk phase characteristic of project in order to control risk in every phase of project, at the same time, it considers sufficiently relationship of phase risk and shift nature of risk .So, the thesis starts with phase control theory, then analyzes and studies risk control procedure of military defence project and design relevant risk control system and feedback mechanism.Risk control of military defence project means to build risk control system and risk management organization when military plan of project, it supervises trend of project implemented and respond to risk proceedings in time. It is a kind of management for military project and is a dynamic process repeatedly.On the basis of research of risk type, risk character and so on ,the thesis thoroughly studies content of risk control ,establishes methods of identifying and measuring the risk and methods of evaluating the risk , risk control strategy and so on ,the thesis design risk control system and risk feedback mechanism .On the basis of theoretical research, the thesis makes empirical study on a military unit in Sichuan .The thesis makes research for risk of defence project, uses relative theory and methods to establish risk control strategy of project and analyzes thoroughly the problems that exist in the process of risk control. Finally, the paper gives some policy adjustment suggestions.
