A Study On The Advancement Of Government Procurement System In Ningbo Municipal Public Services

Along with the gradual establishment of China's socialist market economic system, a dominant position of the market mechanism has been established in the allocation of resources, and the government's functions and its means of achieving have been changing correspondingly. Under the socialist market economic system, the basic function of the government in social administration is the organization of the "public goods" supply, and the social management of public affairs. Ningbo, as a local government, its main function is the provision of local public goods. As a major public expenditure, government procurement system, how to provide public services for the government, to improve the supply system of public goods, to improve the efficiency and effectiveness of public goods supply, and to promote the socialization of public service ,that is an issue which deserves our further exploration and research..This paper first describes the basic theory of public services and the government procurement system reform, pointing out that the public goods could be taken in the form of government provision through the theory analysis of public goods. They are two different concepts between the governmental production and governmental provision for the public goods. A public goods provided by government does not necessarily mean that it should be produced directly by government. Government procurement has been widely applied in the field of public service reform in Western countries, and has been proved, by practices, to be an effective way in resolving the market failure and government invalidate. In this paper, "Harberger Triangle" has been applied to analyze and demonstrate that government procurement is a mechanism to reduce social welfare (loss) and optimize the allocation of public resources, and the economic and social effects produced has been discussed. Then, the major procedures of government procurement from other market economy countries have been learnt for reference, the main international norms of the government procurement have been analyzed, and also, the beneficial inspirations have been obtained. Thirdly, applied the empirical analysis, this paper carries out the analysis of the expenditure scale, expenditure structure and the function accomplishment of the government procurement system of the Ningbo city in recent years, and reckoning that currently there are still shortcomings in the reform of Ningbo The fifth part looks into the future of Ningbo government procurement work for public service. The paper points out the lacks existent, and also anticipates the growing use of government procurement system by government for the provision of the governmental public service to its residents, along with the economic development and the governmental function transfer in Ningbo. The government procurement will become an important means of Ningbo municipal government for the provision of public goods, and will play an increasingly important role in economic, political and social aspects in Ningbo.municipal government procurement system, like the small scale, the irrational structure, the limited influence of government procurement in the economy, political and social aspects, etc.. And the paper has analyzed the causes of the problems.
