The Problems And Countermeasures Of The Government Procurement In Hulunbeier City

As one of the "troika" in leading the reform of public finance expenditure management,government procurement plays an important role in pushing forward the construction of socialist market economy and public financial system.Article 13 of the government procurement law of the People's Republic of China gives rights to the Financial Department of the people's governments at various levels to be in charge of government procurement supervision and management,and to execute supervisory and administrative functions on government procurement activities according to law.Based on the perspective of Financial Department,this paper summarizes the typical problems existing in the government procurement of Hulun Buir,which is not only its personality problems,but also the common ones in our country government procurement work.With the domestic and foreign government procurement experience and working experience applied,put forward suggestions with pointed reference which including the specifications in setting up the local district agencies of government procurement,improving the budget management of government procurement and strengthening the performance evaluation on supervision,etc.Through these theoretical discussions,we hope that it would be helpful to solve the problems in the procurement work of local district government,also develop the Hulun Buir government procurement work towards further scientific,standardized and legalized direction.In the meantime,it will give full play to the functional role of government procurement and contribute to regional economic development and social development.
