Small and medium sized high-tech enterprise, which is the kind of the most attractive and promising enterprise in recent economic activities in China, lays foundation to the development of a nation's economy. At the same time, the market competence and the integrating strength could also be built up by its development.The competition in core competence becomes even more distinguished with the rapid development of globality and this makes small and medium sized high-tech enterprise face with big chance as well as challenge. In the thesis, a combination of qualitative analysis and quantitative analysis is adopted and the theoretical research and case study are integrated perfectly. On the foundation of basic theory about core competence the thesis demonstrates that, constituted by core technical power, marketing power, power in management, cultural cohesion and endurable studying power, the core competence of a small and medium sized high-tech enterprise is a kind of special capability or knowledge system that is accumulated and could only be attained through an eventual development of this firm. By this kind of special capability or knowledge system, the external and internal resources could be integrated, more value and profit could be produced and thus sustainable competitive dominance in one or several markets could be achieved. Simultaneity, via the construction of evaluating target system, the methods cultivating and exalting the core competence of a small and medium sized high-tech enterprise is demonstrated: Above all, the property right innovation is the precondition of cultivating the core competence of a small and medium sized high-tech enterprise is argued, then the principles of cultivating the core competence of a small and medium sized high-tech enterprise is brought forward, thirdly, the methods cultivating and exalting the core competence of a small and medium sized high-tech enterprise are expatiated from the external approach (e.g. strategic alliance and exterior purchase) as well as interior approach (e.g. technical innovation, management innovation, management inhumane resource, construction in information, cultivation of developing organization), finally, due to the different characteristics of cultivating the core competence of a small and medium sized high-tech enterprise in every phase of its lifecycle , the lifecycle theory is applied to demonstrate the difference.Since only can enterprises learn to search and cultivate their core competence, could they get predominance in fierce competition, could ensure our nation's invincible position in globality, the research would be beneficial to the development of small and medium sized high-tech enterprises in China.
