Research Into The Chinese Government's Countermeasures Against Anti-dumping By The Comparative Study On The Anti-dumping Of The United States And The European Community

In the scopes of anti-dumping, the United States and the European Community(EC) are two regions which stress should be laid on. Dealing well with the anti-dumping problems from the Occident will bring forth the far-reaching influence not only on the all-around progress in the relationship between China and the U.S., between China and the EC, but also on the progress in opening up the foreign trades and the Chinese Government's countermeasures against anti-dumping problems from other countries. Focus on the aspects of both the theory and the practice, this dissertation makes a comparatively systematic research on the Chinese Government's countermeasures when in the face of the anti-dumpings from foreign countries especially the anti-dumpings from the Occident. First of all, the dissertation gives a reference to some basic speculative knowledge. The speculative knowledge includes some fundamental conception such as dumping and anti-dumping, the evolvement of the international anti-dumping legislations and the evolvement of the Occident's anti-dumping legislations. In the next place, the dissertation works over several typical aspects of the anti-dumping legislations of the U.S. and the EC. This part of the dissertation dissertates the significant use of the Occident's anti-dumping legislations for reference to those of China. By quantitative analysis, this part also elucidates meticulously the existing conditions and some common characteristic of the Occident's anti-dumpings against China. Finally, the dissertation researches into the external causes and the internal causes which lead to the numerous anti-dumpings against the Chinese exporting merchandise. Based on the discussion of the Chinese Governmental functions against anti-dumpings from foreign countries, aiming at the existing conditions of the countermeasures against anti-dumpings of both the Chinese Government and the Chinese exporting enterprises, this part brings forward some rational and operational countermeasures actualized by the Chinese Government against anti-dumpings from foreign countries.
