The Research On The System And Mode Of Public Works Investment And Financing

Public works play an important part in the development of a country's social and economy. Whether public works of one country are appropriate or not, determines the success in diversified production, national economic competition, settlements to population growth problem, reduction in poverty and protection of the environment. Since 1970s, in order to raise more public works construction fund, accelerate the country construction pace of public works, the main developed countries in the world have relaxed the hold of construction and public works, which had managed by the governments in the past, have developed many kinds of new financing mode in public works and thrown according to the actual conditions, effectively improve the constructive efficiency of public works. Public works construction in our country needs a large amount of capital. However, as it has been restricted by the traditional investment and financing system, the capitals'using efficiency is very low and the financing channels are not expedite so that the conflict between the demand and supply of the capital has appeared which goes against the modernization construction in our country. The only way to solve the problem is to accord with the regulations and orientation of the system innovation in our country and to set up the multiple investment and financing system in the condition of the market economy step by step under the government's indirect macroscopic control. So it's able to confirm the multiple investment and financing bodies, develop multiple financing approaches and encourage more civil and international capitals to enter the field of public works construction, which can improve the size and using efficiency of public works capitals and quicken public works construction in our country. Public works is the domain involving the development of national economic development and living standards of the people, the reform of investment and financing in public works domain concerns such profound conflicts as the strategic recombination of state-owned economy, etc. It is a huge project. This thesis has done some concrete works in several following respects mainly: 1) has introduced the relevant concepts of public project investment and financing, has introduced the classification, nature and characteristics of the public works. 2) has described the characteristics of the development and change of the system of public works investment and financing of our country and current public works investment and financing system, analyzes the problems in the current public works investment and financing and the important meaning of public works investment and financing of system reform. 3) Expounds how to construct diversified public works investment and financing environmental foundation in market economy and the main contents in the basic system of public works investment and financing. 4) Has proposed the new classification of the financing way, and has described the characteristics and application of several kinds of investment and financing ways such as BOT, ABS, municipal bond, etc., has introduced the application instance both at home and abroad, has put forward the questions need to pay attention to and concrete thinking to its wide application in our country.
