Works can be divided into two groups by function: public works and private works. The difference between the two groups lies in whether pursuing public profit or not, rather than investment by private or public sectors. Government play great role in management of government-invested works, because public works aim to satisfying public benefit, with scale great, servicing to public, and it's long before disinvestments To a great degree, public works are managed by market in developed market economy counties and districts. The paper select public works of Hong Kong and Shenzhen as study objects, the reason is that mainland and Hong Kong are similar in culture backgrounds, but they are different in system. the market economy level of Hong Kong is very high. Shenzhen, as the reform preceding city in mainland, have explored much in public projects managements, on the base of using Hong Kong for reference, but the existed problem is much., so the paper tries to solve the existed problem and provide some suggestion to other districts in mainland (eg.Chongqing) by comparing the two cities in public projects managements. Reform measures are taken by Shenzhen in public field: moderate to payoff and semi payoff projects, introduce into foreign capital, or invested fully by private. While to commonweal projects, the works bureau mode of Hong Kong is taken; different units do the investment, construction, managements and use. But there is much problem: the clients of government-invested projects are not clear; the government proportion in investment is great; too strict in payoff and semi payoff projects; in financing system, the investment bodies are not extensive the responsibility, right, benefits of investment bodies are not unified; financing way are not many, financing structure isn't reasonable; in construction management, contractor and agents are managed not very well, bid system and cost managements are not unified with international level. In management, the efficiency is low , legal law is healthiness. Hong Kong has provided so much good experience that Shenzhen can incorporate the experience, perfecting that in the term of legal system. While, the reform in developed districts such as Chongqing depends on the local situation. The reform can be done step by step.
