Study On Governmental Investment Whole Process Cost Management

The fund input of government's investment project is greater and greater trends, the projects of up to ten million , several hundred million even billions of are getting more and more. It is one of the key problems demanding prompt solution that how to get reasonable distribution in the project with limited fund, and bring most heavy economic benefits and social benefits in a most economic. The dissertation controls the whole Process Cost Management of governmental investment (abbreviate as the project, same below) as the researching object, by learning advanced experience in management of foreign countries, and systemic analyzing characters and vices of our country's cost management, and deals with the matter from the angles of different stages including project decision design and construction, and discusses theories and methods of our country's cost management in each stages. The content of this dissertation including: nowadays the situation that the study and apply on method of controlling the cost of engineering construction still only on the term of construction but no effective method of controlling the cost on the other term such as project decision, design and construction, and lacks the perfect system in china today. It is necessary to search after our governmental investment project management pattern.; Discuss the matter from the angles of different stages including project decision,design and construction in detail. It brings forward that strengthen project determination which make it into the market; fuzzy bidding evaluation; increase technique design and working drawing bidding under the law system.; Puts forward many advices of the reformation from five facets, including (1) perfecting rules of laws, strengthening governmental management; (2) perfecting public bidding; (3) perfecting supervision of engineering cost; (4) quickening development of consultation; (5) building flawless service system of engineering cost. The research principal part of this thesis is "the theory and method"of the whole Process Cost Management of governmental investment. The goal in research is to analyze and research to each course of the construction project, and propose some improvement on this basis. The thesis uses basic theories and methods of statistics, economics and mathematics. By the combination of comparison and induction; combination of theory and practice; the thesis is primary based on qualitative analysis and also quotes fuzzy mathematics and value engineering which is a quantitative method which make it become more operation significance.
