The Choice And Development Of Pillar Industries In WanZhou

As a special researching to the choice and development of the pillar industry, in WanZhou, my paper is concerning about three aspects:the way to choose the pillar industry;the choosing process and the result;the development of the pillar industry. (1) The method of choosing the pillar industry Based on a great quantity of documents of the domestic and international research achievements,my paper brings up a method to choose the pillar industry in Wanzhou. We should take the government's developing purpose as the highest principle,and then determine the choosing oriented and standard by the feasibility analysis of the market and advantage. The advantages of the method show as following: the main policy of the industry will be fully considered; the possible opportunities in the future will be grasped; the problem of choosing in the conflict will be resolved and the problem of the suitability to areas will be resolved;And the quantitative and qualitative method can also prevent the malpractice in the course of choosing the main industry now. (2) The choosing process and the result After determining the way of choosing, my paper will apply it to the practice of choosing Wanzhou's pillar industry. First, we analyze the environment of Wanzhou from two aspects:what is the state of Wanzhou's economy and how Three Gorges Project affected Wanzhou.Then we bring up a five-year developing target: resolve the four problems (the economy increasing mode needs change; the industry in Three Gorges area is empty; the job pressure is great; the difference between city and country is great.)and grasp an opportunity(Tree Gorges Project).Then,we bing up two oriented(superiority oriented and opportunity oriented) and three standards(the foundation departments in the city foundation mode get the priority; the industry with great job opportunities gets the priority and the industry which can fully take the advantages of Tree Gorges Project gets the priority) Among the choosing superior industry, through transverse contrasts (comparing the increasing amount, the average increasing speed, and the increasing indexes)and vertical contrasts( using the index of specialization degree and the index of competition deviation in the deviation-portion mode), my paper subsumes the non-staple agriculture food processing industry, food manufacture, beverage manufacture, medicine manufacture, handicrafts manufacture, plastic manufacture, chemistry industry as our group for choosing. In the opportunity choosing mode, we subsume the business and tourism as the group for choosing. In the end, my paper takes the above-mentioned nine industries as Wanzhou's pillar industries in five years. (3) The development of Wanzhou's pallar industries In the developing of Wanzhou's pillar industries, my paper establish three principles: the industry policies must conform to the scientific developing view of Five Plans and have foundation and particularity; the government does not intervene the normal business of the companies directly. Then in the paper, we analyze two difficult points in the developing of Wanzhou's industries: Wanzhou's attractiveness to external capital is not strong comparing other cities in Three Gorges Area and the environment protection costs in the area weakens the competition strength of Wanzhou. Trying to resolve these two problems, my paper establishes two developing modes: attracting the external capital by the market priority and promoting the development of industry by the development of the business; reducing the environment protection costs by applying the pollution control technology by the plan government finance.
