The notion of logistics and logistics centers are introduced first in this paper, then the difference of distribution centers, logistics centers and logistics zone are compared. The effect on logistics centers function design and location is analysed, by the view of modern logistics such as third-party logistics ,supply-chain management and e-commerce. The fundamental principles of location decision is discussed. Random expected values model is recommended ,which is a special location model, simultaneously the fuzzy comprehensive judgment model is also introduced. The improved logistics centers location bi-level programming model based on competition is constructed. In consideration of the need to solve the model a solution algorithm based on genetic algorithms is proposed , compared with Monte Carlo simulated annealing algorithm, it works fast and easy to generalize contrast to heuristic algorithm, so it's a general algorithm to solve this kind of problem. To design logistics centers ,for the purpose of dynamic management and benefit maximum, it needs to analysis cost and benefit of operated logistics centers .The appreciative results probably require to close or expand certain logistics centers. By using DEA model ,In this paper the writer presents the efficiency assessment of logistics centers and establishes a logistics centers location model based on the DEA . Finally , the availability of the model is illustrated with a practical example by genetic algorithms, which incarnates the importance of cost and benefit indexes in logistics management and the function to logistics centers design .
