Objectives To analyze the actual status of chengdu basic medical insurance policy from aspects of policy, economy, techno-insurance and techno-management; to evaluate the status of chengdu basic medical insurance fund by applying a suit of index like justice, efficiency, quality and continuity, and to set an order by comparing the status of recent years and to find out which is the best.Methods 1 We compared the domestic mode and the policy of social medical insurance system with the international ones. 2 We used consumer-oriented mode to appraise the degree of satisfaction and the degree of understanding of the policy of basic medical insurance. 3 We used Delphi Method to comprehensively evaluate the policy of basic medical insurance so as to find out the advantages and disadvantages. 4 We applied the improved portrait scatter-degree to evaluate how the policy of basic medical insurance workingduring the last a few years.Results 1 The organizational paying policy is widely understood, while the justice and demand-fulfilling of personal paying policy is bad, the payment pattern of fee-for-service does not avoid the wasting of insurance fund. 2 90 percent of the organizations participating organizational paying system are satisfied, in addition, 90 percent of the health institutes participating organizational paying system are satisfied, 33.9 percent of the individuals are satisfied with the policies of medical insurance. 3 The number of individuals and organizations that participated basic medical insurance has been increased during the past years. However the increase is slowing down. Medical burden is still heavy for individuals, because the individuals pay 40 percent of the charge for outpatient service and 30 percent for special outpatient service. 4 The value of comprehensive evaluation reached maximum in 2003, and minimum in 2001.Conclusions 1 More attention should be paid to the payment patterns. 2 During the past four years, we have many success andadvancement, as well as some questions such as heavy individual-burden and unstable insurance fund. 3 The policy is influenced by spring festival and health policy. 4 The evaluation result of 2003 year is the best, 2004 is better, 2002 is good and 2001 year is not good.
