The "Two Leaps" Thought on Agriculture, put forward by Deng Xiaoping,who began with the practical condition and deeply summarized the experience and lessons of agricultural development in China, directs the development orientation of agriculture. First of all, this essay deals with the historical condition contained in the "Two Leaps" Thought on Agriculture. Then, it emphatically explains its basic connotation: to carry out the management system of household contract responsibility with remuneration linked to output and to keep its long stability are the useful keys to unlocking the reform and development of agriculture and to the success. Thirdly, it discloses the historical status of "Two Leaps" Thought. Furthermore, this essay probes into the principles and policies adopted by the Chinese Central Party to remove the neck bottle of agricultural development and to inherit and develop Deng Xiaoping's "Two-Leaps" Thought on Agriculture. Finally, the author comes up with some strategies to realize the "the second leap" thought on agriculture, including: to improve the land contract responsibility system and enhance the stability and construction of land system; to complement the strategy of enriching the rural areas by science and technology, and gradually increase the degree of agricultural industrialization; to carry out the strategy of sustainable development on agriculture and establish the new type agricultural system; to attach importance to town and country businesses and strengthen the backward development of agriculture; to speed up the progress of the move from town to city and promote the transfer of the rest work forces in the country.
