As a kind of management model, mechanism and method, the human-oriented management plays a key role in enhancing the cohesion of the public organization. Based on the corresponding research on the public organization, this paper discloses the reasons lacking of cohesion within public organization. Firstly, this paper proposes a theoretical inspects on the human-oriented management, explaining that the core of management is the management of human resources. Secondly, this paper analyses the methodology of the cohesion enhancement within the public organization, explaining that the cohesion is the basis of the public organization survival. In this part, this paper analyses the reason why sometimes the public organization lacks the cohesion and how to enhance the cohesion within public organization. According to this analysis, this paper puts forward some major methods of improving the cohesion within public organization. These methods include: how to provide a suitable platform for every member in the public organization, how to establish the culture of human-oriented management in the organization, how to cultivate the team spirit within the organization, how to build the common expectation and how to promote the information communication between members of the public organization.
