Minority regions of West China are underdevelopment owing to the locality and nature and history. They are very different from coastal regions of Southeast China. Most of minority nationalities are living in West China and is in poor condition. The development of West China is also the development of minority regions. The development of West China has a good future if minority regions develop fast. The thesis discusses the ways of capital formation of minority regions under the development of West China. The scale and speed and structure of capital formation are basic and constraint factors for most developing countries according to the theory of developing economics. Capital is always scarce resource among labors and capital and natural resources for most developing countries and areas. The developing countries can change poor and backward condition with the help of other factors after solving the capital formation. The minority regions of West China are underdeveloped. It is the first task to solve the capital formation to develop the minority regions. The construction of infrastructure is the foundation to develop the minority regions of West China. The adjustment of industrial structure is the key to the development of minority regions, and urbanization and environment protection and training are very important. The development of minority regions of West China needs a great deal of investment. But they can't provide enough capital and the old capital formation is limited, so they must expand them. I will discuss the following ways to solve the problem: increasing investment from the central government, strengthening the financial support, absorbing more foreign capital, developing capital market and innovating the ways of capital formation.
