Developing the rural areas in the minority Regions in west China has posed a serious challenge to China's economic growth. To quicken the development of the rural areas in the minority Regions in west China and narrow the developing gap would help to ensure the Chinese economy sustainable and steady development. Based on the conceptual framework of modern economic growth theory, this paper analyzes the key factors which result in the big developing gap of the rural areas in the minority Regions in west China and explore the internal dynamic mechanism and relevant policy and measures of development in the rural areas of the minority regions.The factors which affect the rural areas in the minority region includes the human capital, institution innovation besides the initial development level.In the rural areas,there are big gaps between the eastern region of China and the minority regions in the west,including economic development, social and culture development,etc.Traditional culture and religion deeply affects the economic and social development in the rural areas of the minority regions. In order to develop the rural areas of the minority regions, special attention should be paied to the leadership of party's basic organization, the guardship of local goverment and the innovation of the village organization system.The human capital stock severity affects the growth rate. The rural areas in the minority region has faced the serious problems, such as short of human capital investment, lack of human capital quantity, inferior human capital and leave of human capital, and so forth. All of these have become the largest obstacle to develop the rural areas in the minority region. In this paper, we measure the minority regions' human capital quantity and quality, and employ them in the Cobb-Douglas Production Function to investigate their contribution to economic growth.Institution innovation is the important reason of economic growth. The rural areas in the minority regions have fostered "late- developing advantages" due to their comparative backwardness. But in the period of transition, as a result of absence of effective institution, the " late-developing advantages " can not be brought to full play. The institution innovation gaps have resulted in the big development gap of the rural areas in the minority regions. The author points out the key to bring into play the "late-developing advantages" and to narrow the economic gap, is to overcome the absence of effective institution.
