Research Of EPA Target System Improved Design

With the establishing and perfecting of the modern enterprise system in our country, EPA has become the emphasis of the government, investors and shareholder's concern. However, we are still in the initial exploring period on the theory study and concrete practice of the EPA. The main point of theory study and system construction lies mainly in government being an entity of outer assessment, that is the contributor's performance assessment of the be invested enterprise, lacking an adequate study of the inner performance assessment and the performance assessment in line with the strategy. The establishment of EPA system is an important method to solve the contradiction of enterprise owner and operator, and also is the objective require of the enterprise interior management. By using the EPA objectives and targets of each level, the development strategy of the enterprise can become more definite in the organization, so that easy for the goal of owners, operators and the staffs to relate to the development strategy of the enterprise, so that managers and staffs can conformably concentrate on the improvement of the enterprise performance, and so that the enterprise can check, recognize, and modify the development strategy. Besides, EPA is also the basis for the establishment of the operation incentive institution, with which the owners can guide the operative behaviors of the enterprise. The EPA target system plays a role of guidance and guarantee, and the fully exerting of the role depends on the establishment of scientific assessment targets system and scientific assessment method. By analyzing the deficiency and defect of the present EPA target system in our country, concluding the theory study results and practical experience inland and abroad, deeply analyzing the actual situation of the enterprise, relocating the logic threshold of the construction of EPA target system, and aiming at the maximization of the enterprise value, this paper intends to improve and design a set of EPA target system, which can reflect both the demand of investors, and the short term operative performance and long term goal of strategy, with an intimate explanation of each target.
