Land use planning is the rational scheme of land use for the land resource of rational utilization, for assign land to every department and arranges urban building land. In the first six years of the previous land use planning, about 80% of urban building land index has been used in the heart area of every large city. Such as Dalian is 80%, Hangzhou is 86%, Chengdu is 83%, Ningbo is larger, this causes these urban building land to be unusually tense, it have reached the stage of revising the general planning of land utilization to a certain extent, it is an important task to predict the urban building land index again.It is a complicated course that urban building land use, in the first place, the paper studied the commonsense forecasting methods and evaluated them from suitable condition. And then, introduce Grey - Markov's chain model applied to forecast the demand of urban building land, predict the urban building land demand of Cixi of Zhejiang Province as a case, discuss the rationality of the research model. We can drawn the conclusion that the method can predict urban building land demand better than Grey model, this kind of dynamic fuzzy predict method united time and space is feasible, the consequence is credible. In the end, the paper brings forward demands predict system structure to manage the models of land demand forecasting.
