The Research On The Management Model Of State-owned Assets Of Institutions Units

The Report of 16th National Congress of Chinese Communist Party and the 3rd Plenary Session of 16th National Congress of Chinese Party proposes the great task of deepening the reform of the management system of state-owned assets, and the problem of state-owned assets management arouse increasingly the attention here and there. State-owned assets are divided into 3 types: noncommercial, commercial and resourceful. It is estimated that among the countable noncommercial and commercial assets in the state-owned assets amounting to 12000 billion Yuan, about 65% of the assets belongs to commercial assets in the state-owned institutions units, the rest of 35% of the total amount is under the usage of administrative units and institutions. The reform of state-owned assets management in administrative units and institution is being in the passive mood, and there is even no one major goal and design program. The state-owned assets which the institutions units impropriate mostly are non-manage. Although this part is not aim at getting profit, it is the basis of society development and it has such significations as strengthening state-regime building and maintenance national security as well as accelerating all kinds of careers in social democracy. In this thesis, the definition of institutions units state-owned asset and some related issue are present. According to introducing the actuality of institutions units state-owned asset management in our country, it points out some problems of institutions units state-owned assets management in our country at present and analyzes deeply their causes. Though other countries have not asset category corresponding to institutions units state-owned assets in our country, state-owned assets management in many mature market economy nations is similar to ours. So to research oversea state-owned asset management is very significant to reform state-owned assets management in our country and setup the model of state-owned assets management in institutions units. On the basis of the oversea model of state-owned assets management, aiming at the innovation of the institutions units, it brings forward the models of state-owned assets management in the institutions units in the new situation.　In general, the management model, which this research puts forward, in the scientific research institutions of the state-owned assets is just an exploration and a rough model. It has to be studied theoretically and improved continuously and gradually perfected. Only boldly making the breakthrough of the system, fully using the advanced technology of the network times and practically promoting the reform, it can establish one complete management system, which is highly operative, of state-owned assets of the administrative units and institutions.
