Research On Ecological Capital Evaluation And Accumulation In Western China

This thesis relies on the reward fund of outstanding young researchers in Universities for the third session of Ministry of Education which is "Research of Evaluation of Efficiency that the Government Finance Invests in Agriculture and its Macroscopical Supervision System in the Ecological Environment Reestablishment in Western Region in China". The paper proposes ecological capital value assessment and accumulation methods, hoping to solve the real problems of the ecology from the theory and practical aspects. The ecological environment is the primary condition of human survival and development. The ecological environment establishment in the western region will influence economic and social development in western areas directly. Evaluation of the ecological capital in the western region is the base to implement the strategic measure to develop and protect environment. Only the accurate evaluation of the ecological capital in the western region and its variation tendency are known, can efficient accumulation of the ecological capital be carried out. The accumulation of the ecological capital regards investment as the foundation. Setting up ecological capital accumulation methods with encouraging nature, can accelerate the value of the ecological capital and offer strong ecological support and guarantee for socio-economic development of the western region. This thesis proposes the definition of the ecological capital at first through an analysis of theory of the capital, which includes the characteristic, function, value to the ecological capital. And then it puts forward the value assessment issues of the ecological capital. After comparing ecology value assessment methods, the paper finds out the suitable method to assess the ecological capital value in western region. And then taking Shaanxi Province as an example, the thesis carries on concrete measurement to of the value of ecological capital in western areas. Finally The accumulation way of ecological capital are systematically studied. Through analyzing the ecological capital investment state of the western regions, the paper proposes the suggestion on how to encourage the investment of the ecological capital. This thesis divides into six chapters altogether . In order to take a whole understanding of content and structure of the paper, each part of content is summarized briefly as following: Chapter one: Introduction. This chapter explains the background , purpose and meaning of the research, sums up the domestic and international research dynamic status, confirms the thinking of basic research and analytical methods of this paper and points out the possible innovation of this thesis. Chapter two: Basic theory of ecological capital. This chapter begins with discussion of capital concept, then through combining the ecological theory, it puts forward the concept of the ecological capital, and analyses its characteristic , function and value. Then comparative analysis of the value assessment method of the ecological capital is carried on. Finally the relevant theories frame of the ecological capital accumulation way is proposed. Chapter three: Current situation, predicament and resolvent of the ecological environment of the western region . First this chapter analyze the current situation of the ecological resource environment of the western region , secondly analyzes the existing problems and cruxes, and thirdly puts forward the resolvent of improving the ecological environment, including carrying on the value assessment of the ecological capital and exploring the accumulation way of the ecological capital. Chapter four: Ecological capital evaluation in western region----Taking Shaanxi Province (1999 and 2003 ) as examples . This chapter calculates the value of the ecological capital of 1999 and 2003 of Shaanxi Province . And through comparing analysis , basic ecological situation and change trends in recent years in western region is reflected clearly , which is the foundation for the accumulation of the ecological capital. Chapter five: Ecological capital accumulation way analysis in the western region. This chapter carries on positive analysis to the ecological capital accumulation state of the western region at first, then contrasts with the eastern and middle areas, and proposes some existing problems of ecological capital accumulation in the west region. The following is to scheme the mechanism of ecological capital accumulation. Chapter six: Countermeasures and policies. Some policy suggestions are proposed first, and three guarantee mechanisms are eshtablished in the end, including risk-sharing, return and property market mechanisms.
