In recent years, many scholars at home and abroad have done a lot of research on the relationship between human capital accumulation and technological innovative capacity, but few studies on human capital accumulation of technological innovative capability mechanism of action have been made. Innovation capacity and technological innovation capability in the western region is much lower than the eastern coastal areas. Therefore, how to make up for the lack of capacity of the western region of technological innovation and enhance the innovative capacity in the western region, the key point is to analyze the function about the accumulation of human capital of the western region to the role of technological innovative capability of the internal mechanism.This article firstly defined the relevant concepts and literature review, then obtained knowledge-reserve education and industrial clusters played the most important role on human capital accumulation based on previous studies. According to the perspective of knowledge-reserve education and industry cluster to analyze the accumulation of human capital of the western region, used factor analysis to analyze the status of technological innovative capability of the western region. And then from the perspective of the western region of human capital accumulation to study the cumulative effect of enhanced dynamic knowledge-reserve education in the western region technological innovative capability, analysis of internal mechanism of industrial clusters spread of Western technological innovative capability, so as to explore the western region of human capital accumulation of technological innovative capability mechanism of action, construct effective technological innovative ability cultivation mode, and then provide theoretical support and policy recommendations to enhance the western regional technical innovation, enhance the ability of western innovation.Based on what mentioned above. In this paper, come to the western region of the stock of knowledge backwardness of education, lack of scale and industrial clusters inhibited the accumulation of human capital of the western region, the internal mechanism of the accumulation of human capital from the western regions of the role of technological innovative capability:the western areas of human capital accumulation slow further restricting the cultivation of the ability of technological innovation in the western region, resulting in the western lack of innovative capacity.
