Conformation And Practice Of Agricultural Extension System In China

Agricultural Extension System is the organization system adopted by the state government for undertaking agricultural extension work, which includes organization structure and management approaches of agricultural extenuation institutes. Based on the concepts on practice and concept on development and the requirement of the construction of agriculture extension discipline and the development of extension practice. This paper studied the theory and practices of agricultural extension both abroad and at home, summarized the development and evolution of agro-extension of typical countries such as United States, Japan and Germany, The paper analyzed the new characters of agricultural and rural development at the new stage of constructing overall well-off socialist modern society, studied the concepts , system, methods of agriculture extension under the circumstance of joining WTO, agriculture structure adjustment and sci-tech revolution ,proposed that we should be geared to the needs of market and farmer, and cogitate and reform our extension system in the view point of whole world.At present, China's main problems agricultural extension system are:1.the setting and nature of the governmental agricultural extension institutes is not reasonable and proportionate;2. "dual leadership" management way leads to heavy administrative intervention on agricultural extension institutes and inner management weakness of agricultural extension system;3.separation among agricultural extension, agricultural research and agricultural education leads to difficult coordination and playing a role together among them. Three case studies were provided in this paper.Through the above reform, China's agricultural extension system will become the following one: under the direct leadership of the governmental agricultural administration ,government-funded integrated agricultural extension organizations will play the key role in agricultural extension with full participation of non-governmental organizations and privates and full cooperation from agricultural research and agricultural education institutes.
