| Rural labor migration to non-agricultural sector and urban region is one of the important approach to building up modernized agriculture and dealing with the " San Nong" ( agriculture, rural community and farmers) issues and is an important indicator to the social development. Since the policy of opening to the outside world, development of township enterprises and inter-regional labor migration for employment has accelerated the progress of urbanization of rural area and promoted the city development. Based on large first hand information and literature review, the dissertation centers around the surplus labor migration of rural area in Herman Province, one of the provinces with a large population in China.The dissertation consist of six parts which are:Chapter one: introduction to the research background, purposes, objectives and methodology, a preparatory bases for the research.Chapter two: theoretical analysis and experiences summary from a global point of view about the surplus rural labor migration.Chapter three: situational analysis of surplus rural labor migration in Herman Province. A historical analysis about the rural labor migration as well as surplus rural labor current situation and their properties is undertaken.Chapter four: problem analysis of the surplus rural labor migration of Herman Province. It is pointed out that there are increasing pressures on the employment of surplus rural labors since township enterprises is of decreasing capacity to absorb rural labors, small towns are so far very weak to accept huge amount labor migration, and there still exists barriers between rural and urban areas due to system problems.Chapter five: suggestions and strategies about the acceleration of surplus rural labor migration in Herman Province. It is suggested that the migration of surplus rural labors has to be on a rational and ordinal basis. It is highly recommended that there should be a strategically structural and economic alternation, development of rural industrialization and township enterprises, and promotion of urbanization in rural area through a new developmental approach. It is suggested that exports of surplus rural labors should be improved in terms of quality, the urban and rural development should be given an integrated consideration, and that the system barriers to the rural labor migration and employment should be wiped out.Chapter six: summary... |
