Analysis Of The Current Situation Of Rural Labour Migration In Shandong Province And The Measures To Accelerate The Migration

Labor resource is an important factor of developing regional economy. To transfer scientificly and dispose rationally it is an inherent demand and key measure standard which promotes economic development rapidly, harmoniously and continuously. In line with developments and changes of labor quantities, the situation of labor regions and professional distribution in Shandong village in recent years, this article makes a full analysis that the developments and feature of rural labor transfering after opening and reform policy, changes of rural labor which each industry needs and questions which hinder the transfering of rural labor. The author takes Shouguang for an example in this article.On the basis of research, this article expounds objective assignment of accelerating rural labor transfer. It presents four transfer principles. The rural labor transfer in Shandong must be beneficial for increasing peasants'income, increasing agriculture profit, improving townishness and enhancing laborer quality. According to M. P. Todaro's theory of anticipant income, Gaoguoli's theory of region ,J. R. Arris's theory of income pre-sume and theory of system effect which Caifang offered, this article put forwand some specific counter—strategy and measure on how to reform government administer function and promote government service capacity; how to speed up the course of townishness and permanent residence reform; how to transfer rural labor to the directions which is important regions and main industry and how to carry out the land turnover mechanism according with the social development demand.This article considers that rural labor should transfer to the city chain consisting of eight cities from Jinan to Qingdao in local province. And the author hold that in other provinces rural labor should mainly transfer to Changjiang Delta in the South and to the east of Liaoning in the North. This article put forward the important transfer direction of rural labor in Shandong. The author thinks distinctively and analysizes carefully the rational distribution of rural labor in Shandong. In a word, this article offers beneficial suggestion for the rural labor in Shandong.
