The housing system reform has prospered the urban residential area as well as the conflict between the owners, the owners' committee and the building management company. Well-governed residential area is not only the guarantee of owner's peace life but also the foundations of social stability and harmony. However, what's the best way to a well-governed residential area? The residential area governing involves the governing range, the choice of regulations and the cooperation between owners, owners' committee, government community and the building management company. It's the absence of owners' autonomous organization that causes the governance failure in residential area. Without a legal and efficient owners' autonomous organization, either the government or the building company is sure to fail in managing the residential area. But on the other hand, the owners' autonomous isn't an assurance of the successful governance. This article attempts to apply the theories and case study methods in public administrative research to analyze the case of Nanfang Garden's governing process in Wuhou District, Chengdu and try to make clear how the owners and its organization overcome the free-riding, how to strengthen the possibility to reach collective action and how to keep continuous supervision. So that the participants involved can form a sound reaction. The whole article can be divided into four parts: Part I. Introduction to the research aim, significance and approach.Part Ⅱ. In this part, relevant concepts are introduced. Furthermore, this part, from theoretic points of view, analyzes the relative factors of the governance of the residential area.Part Ⅲ. In this part, through a case study of Nanfang Garden's governing process in Wuhou District, Chengdu city, demonstrates how it leads to successful governance and its shortcomings.Part Ⅳ. Analyze the puzzledom of governance of urban residential area and put forward the countermeasures.Part Ⅴ. conclusions.
