Organization is an important social phenomenon; in order to cognize this phenomenon clearly we have to classify it. Among traditional theories, exists certain neglect for organization classification, not only classical organization theory but also neo-classical and modern theories as well. That is the focuses on the subtlety of theoretical logics while the neglect on the reality. There isn't a classification standard which can applies to all of the social organizations, at the same time, some organizations in reality don't possess the typical features of classification standards but stand between the standards, which leads to some social organizations drifting away from classification standards. Broadly speaking, the new organizations between two and more organizations all belong to hybrid organization; in this research, however, only these, between government and enterprise organizations or between public and private organizations, are defined hybrid organization; in another word, those, which have the double-function features, are hybrid organization.Keeping the whole world in view, not only in the countries of mature market economy but in the market-orientated economy-shifting ones, we can find the hybrid organization a commonly existing phenomenon, which indicates that hybrid organization hold the comparatively strong vitality and good social adaptability. We shouldn't ignore it or even restrict, standardize and negate it; On the contrary, we must look reality in the face, bring forth new theories, and supply its development with powerful theoretical support. This is where the significance of this research exists.Hybrid organization can only have possibility of generation and growth under a certain social system. These are the so-called problems of generative foundation and generative system of hybrid organization. We think that, after carrying out analysis, hybrid organization can generate and develop in the condition of such systems as Samulson's hybrid economy, transformed economy in East European and Asian countries and new public managing movement swept across West Europe. In addition, hybrid organization should finish the process from guiding target, converging key element, orientating function and adjusting structure to integrating system, and be driven by some power to generate gradually. We define the functional process as generating system of hybrid organization."Structure---action---result"is traditional thread to do research in organizational problem, but the model isn't totally applicable to hybrid organization, because special feature of target is not only one of the important symbols which are different from other organizations, but also the source of structure, action and result. Therefore, we have discussed in details the problems of forming, collision, transformation and integration of multi-target of hybrid organization. And we hold the opinion that if collision in multi-target can't be effectively harmonized and resolved, it will lead to lower result of hybrid organization, and even worse to disintegration of organization; on the contrary, if by suitable system and approach, collision in multi-target could be resolved promptly and effectively, superiority and vitality of hybrid organization could get full exertion.Structural characteristic naturally is one of the focuses, which this research pays much attention to. Through the comparative analysis is with other organized structures and combining with the structural requirement of aim function, we put forward that hybrid organization possesses a double-structural system characteristic, namely, one resembles government organization which emphasizes administrational function; the other tends to enterprise organization which stresses efficiency and competition. The two structural systems may manifest in separate state sometimes but most of the time missed state. Only if it face up to certain environmental situation, can different structural systems starts to function. To sum up, the characteristic of the hybrid organization mainly embodies in the complexities of the organized component elements, organized splitting degree, organized standardizing (organized culture), in turn, these complexities originates from the diversity and multi-levels of organized aim function.This research doesn't discuss the behavioral peculiarity of the hybrid organization in an all round way, but only analyzed its strategy and strategic management, decision-making mechanism and decision-making manner. It thoroughly discussed the strategic management process of the hybrid organization and problems in content and dimension. It points out that the content and dimension of strategic management are different facing to different situation.As for the discussion of the effective problems of the hybrid organization, we focus on these problems, firstly, how to understand the complete connotation of organizational effectives; secondly, what is the peculiarity the hybrid organizational effective manifest? Finally, we put forward the evaluating target system of the hybrid organizational achievement based on the point of the one whose interest is concerned. Although these discussions doesn't directly answer what the hybrid organizational effective is, however, it is still of important significance in theoretical guiding to research.By means of the ideas and methods of corporate governance and government governance, this research focuses on problems related to the governance of hybrid organization. We have invested our time and energy on the following ones: The first is about the power subject in mixed governance, pointing out that governments, communities, stockholders, donors, employees, creditors, suppliers and consumers all could be the subjects. The second problem discusses the external and internal governance of the hybrid organization. It points out that the former, being a kind of functional ones, proves more effective than the latter, which is a kind of structural ones. Finally, the research analyzes the governance mechanism, compared with supervising mechanism and incentive mechanism, has more important, more positive sense and functions. That is actually one of the characteristics distinguishing hybrid organization from the common personal ones.In our research, we had the agricultural area of Sci-tech as the example or hybrid organization and analyzed in detail its ultimate features such as institutional logics in the process of generating and developing, aims and functions, structures and patterns, mechanisms and achievements. We ended our research with a simple discussion over the question of the governance structure of the agricultural area of Sci-Tech. Though we discussed the problems in general terms without giving an analysis of a concrete and complete typical case, the process and result of this research still enables us to conclude that a hybrid organization is a category of organizations possessed of their own characteristics and functions. These characteristics distinguish them from the rest organizations and serves as the foundation of their existence and development.
