Competence modeling is one of the important issues of personnel selection and assessment. On the basis of the competence-based job analysis technique and literature review, a managerial competence questionnaire was designed. 888 entrepreneurs of the state-owned enterprises (the SOEs) in Hebei province participated in this study. Using factor analysis and the structural eqnation method, we found a managerial competence model that provides new theoretical implications and technical references for the assessment and development of managerial competence of entrepreneurs of the SOEs in Hebei province.The results ofthis study indicated:(1) The managerial competence model of entrepreneurs of the SOEs in Hebei province consists of eight main dimensions: opportunity competencies, leading competencies, organizing competencies strategic competencies, relationship competencies, learning competencies, emotional competencies and entrepreneurship.(2) The results suggest that gender didn't show distinct differences on entrepreneurs' managerial competence in all, but had significant effect on the specific competent component: opportunity competencies and strategic competencies.(3) Different educational levels have different roles in affecting entrepreneurs' strategic competencies, organizing competencies, relationship competencies, leading competencies and learning competencies; but no significant effect on opportunity competencies, emotional competencies and entrepreneurship, which are emphasized particularly on intuition, emotional stabilities and values.(4) Between the different entrepreneurs' positions, there was distinct difference, which is relevant to different managerial mission.(5) There was distinct competence difference between different entrepreneur groups from service enterprises and producing enterprises. In the service enterprises, more considerations of entrepreneurs are persons, but more considerations of entrepreneurs in the producing enterprises are productions. Different managerial contexts demand different competence of entrepreneurs.
