In order to face the challenge of economic globalization,marketization,and informatization,industries' around the world management capability and competitiveness are improved after pursuing performance management.Under the influence of western countries' performance evaluation theory and practice,some of our enterprises and departments have followed the western successful experience,achieved certain results.However,China's performance evaluation started relatively late,compared with western developed countries.Research on theory and methods are still at a primary stage.There are many problems that need to be improved.Urban rail transit is a vigorously developing industry in our country.At the same time,it is a government public service related to people's livelihood.According to the performance evaluation,enterprises can understand current operation and kown the problems during the operation process.It contributes to provide scientific and rational decision-making reference for enterprises.This paper focuses on the research of operation performance of urban rail transit,takes comprehensive applicating and contrasting as the entry point.This paper links with the reality to solve practical problems in the operation performance evaluation of urban rail transit.The mainly content of this paper is as followed:Firstly,the definition operation performance of urban rail transit was clarified,combined with the construction of performance indicators around the world and the actual situation of Kunming an operation performance evaluation index system of urban rail transit was established.And then,the Structural Equation Modeling(SEM)model was introduced into the operation performance evaluation of urban rail transit.SEM was used to analyze each influencing factor.The model of index system was established according to the passenger flow index,operation index,equipment and facilities index,service index,cost index and energy index.The index system consists of 6 latent variables and 30 explicit variables.The result of questionnaire was used as a sample to fit and correct the model,and the subjective index weight was calculated.After using SEM to calculate the subjective weight,the integrated weight is calculated by combined with the scatter degree method.Thirdly,the index weight information is aggregated by using a gain-weight linear method to achieve a dynamic comprehensive evaluation.The value of operation performance is calculated at different periods.The value of operating performance was compared with the results calculated by G1 method and the entropy weight method,the feasibility and superiority of SEM dynamic evaluation method is further confirmed.Finally,the minimum change of the 30 indicators in different periods is used to measure the sensitivity of the indicators.The indexes are divided according to the index weight values,and the sensitivity of the indicators is analyzed according to different weight levels.
