The "Three Agricultural Issues" (agriculture, countryside and farmers) have been gaining increased attention. For the sake of sustainable development of agriculture,' large-scale and government-driven farmland rearrangement is being undertaken in many regions for better economic returns, ecological benefit and social effect. In the course of farmland rearrangement many problems have been revealed and farmland rearrangement has deviated from its original target. All these have resulted from the force-imbalance of government, market and villager body due to their varied value orientations and asymmetrical information exchanges in different phases. Thus an integrated force cannot be formed and villagers' rights of participation cannot be guaranteed. Based on the analysis of respective functions and insufficiencies of these three parties, this article advances the view of strengthening villager participation in farmland rearrangement and probes into the issue of structural guarantee and operational procedures concerning farmland rearrangement.
