Study On The Evaluation Index System Qf Rural Well-off Society

Building the well-off society has already become the cross-centennial ideal and action goal to Chinese people since latter of 1970s. With 20 years' efforts, we had been realized original well-to-do level goal by the end of the 20th century, which was a kind of low-level, not overall, unbalanced level. Based on the inspection of the successful and insufficient of realized well-off society, the 16th national congress of Communist Party of China propose the new goal which means building the well-off society in an all-round way. Just under this background, the evaluation index system of well-off society has changed; it demands to set up a new one that could reflect the new intension the outstanding high-level, balanced and comprehensive characteristic of the all-round and well-off society. According to Chinese special national conditions, two economic structure existed in urban and rural areas, rural questions perplexed the development of rural economic, social and stability for a long time. Only when the countryside realized well-to-do level, could our country realize the overall well-to-do level society. This text explores setting up the evaluation index system could reflect rural of well-off society in all-round way, just to guide the appraisal and development of the rural well-off society.The paper defines the scientific intension of the well-off society in all-round way, which means that the development in an all-round way of economy , politic and the society all around people, solving the disequilibrium between town and country, between the areas, between the strata, dispel the poverty, narrow the gap, realize the common prosperity. The paper analyzes the character and goal of construction of rural well-off society. On the basis of examining the existed index system, striving for experts' opinion extensively, combining the representative human development index and life performance figure in the world, the article sets up a new evaluation index system of rural well-off society in an all-round way. The rural overall well-to-do level index system was built tentatively including 24 indexes, such as Per capita GDP, rural per-capita net income, rural resident's endowment insurance coverage rate, etc. The paper uses the comprehensive evaluation assessment, adopting 22 individual event indexes in the index system. Lately, the article regards Sichuan Province as the example, and the result indicates that the rural area of Sichuan Province is during the course of well-to-do level as a whole, the overall well-to-do level of Sichuan Province is about 24% in 2003.Finally, the article points out suggestion that increasing peasant's income, narrowing the income gap in urban and rural areas, Perfect the rural social security system etc. From the result, the author thinks the index system of this paper is feasibility and effective, which could offer the basis for overall well-to-do level social assessment on rural area.
