Research On Optimization Of Performance Evaluation Index System Of Sichuan Province's E-commerce In Rural Comprehensive Demonstration Projec

In order to promote the modernization of rural circulation and prosperity of rural economy,under the use of central government financial funds,the Ministry of Commerce and Poverty Alleviation Office of the Sate Council have carried out in-depth demonstration of e-commerce in rural area since 2014.The promotion of rural circulation mainly consists of infrastructure construction,product sales,e-commerce service platform construction,e-commerce training etc.For enhancing the effectiveness and efficiency of the e-commerce comprehensive demonstration in rural area,according to related documents’ regulation,Ministry of Commerce and Department of Commerce in provincial level co-operate with Department of Finance as well as Poverty Alleviation Office to evaluate the e-commerce performance of comprehensive demonstration counties in rural area.As a significant role in the evaluation,for the setting of the evaluation system has a direct influence over the entire performance.Sihuan,which lies in the first batch of province in China to carry out comprehensive demonstration of e-commerce into rural area,and Sichuan ranks No.1 in the whole country according to comprehensive demonstration county projects.This paper aims at evaluating Sichuan e-commerce project performance on the basis of analyzing the performance evaluation index system.In order to correct those inappropriate index and biased weight settings,experts interview as well as analytic hierarchy process has been adopted to construct the evaluation index system of Sichuan e-commerce into rural areas in 2019.The paper suggested that the related department of Sichuan should focus on the procedure of using financial funds and supports,introducing expert team and carrying out business outsourcing as well as using effective research approach to standardize the formulation process of the evaluation system.According to national and local departments’ requirements and feedback,we should timely refine and update the evaluation index system,make government financial funds play a more important role in leading social capital into rural e-commerce project.Thus,to build a modern rural circulation system,promote rural revitalization,and form a new pattern of dual cycle development with internal circulation as the main body.
