As a national developed area,Zhejiang Province has a leading position of the well-off society building process,it almost achieves the comprehensive Well-off Society in 2015,and then it comprehensive Well-off Society puts forward a goal to achieve High-level and comprehensive Well-off Society before 2020.But what is a high level of comprehensive well-off,what is the shortness of Zhejiang's high level of comprehensive well-off process,how to achieve a high level of comprehensive well-off and other issues have not been explained and answered.This paper first fully explains the connotation of a well-off society in a high level,and then based on this connotation,designs the index system including 45 indicators of economy,politics,culture,society and ecology.Then this paper uses this index system to measure the development of Zhejiang province during 2006 and 2015 and the development of 11 cit in Zhejiang during 2011 and 2015.The monitoring results show that the development of High-level and comprehensive Well-off society in Zhejiang Province reached 78.9%in 2015.And It is expected to achieve a high level of well-off society in 2020,but there is a shortage of economic structure,pollution discharge,democracy and legal system and cultural consumption.Based on the results of monitoring,we have made suggestions on accelerating the construction of high-level and well-off society in Zhejiang Province from five aspects:accelerating the transformation of economic growth mode,raising people's legal consciousness,promoting cultural consumption,strictly controlling pollution discharge and promoting coordinated development between urban and rural areas.
