Research On Quality Liability System Of Public Investment Project

In project management for construction, our country carries out the quality management structure in combination of being the charge of project corporation,being controlled by supervising organization , guaranteed by survey and design/construction organization and supervised by government, which forms three systems of quality management for construction. These three systems play an important role in ensuring construction quality. But some problems that have a bad effect on construction quality and safety have not been solved fundamentally. Especially these years,construction quality has descended and accidents of construction quality have increased. The basic cause that has produced such problems is the vagueness of the body of quality obligation of construction,Which causes quality obligation not to be Implemented. So quality liability system of construction should be established and perfected. And three systems of project management for construction shou1d be organically combined and be formed into a structure of mutual acceleration and selfhood perfection. There fore,quality management for construction can be led to a good cycle in order to improve level of project management for construction fundamentally. This article analyses actuality of construction quality and existing Problems under condition of market economy. According to salience of project management for Public investment construction,the article sets forth possibility and necessity of establishing and perfecting quality liability System of construction project. By using liability principles of system project,competition and stimulation of management, it analyses conception of quality liability system of construction project, defines the body of quality liability of Public investment construction clearly,builds basic structure of quality liability system of Public investment construction and advances principles of quality liability allocation. It also researches on investigation of quality liability of Public investment construction responsibility and supervision of quality liability,implementation of quality liability system and environmental influence,which makes a useful exploration of establishing and perfecting quality liability system.
