A Study On Communal Function Of National Commercial Bank

The state-owned commercial bank of our country has been a financial operation subject of the modern economic life all the time. Under the circumstance of the entry of WTO, the public functions born enable its reform facing the awkward choice. This paper sets about from the development mechanism of the state-owned commercial bank, and uses the public function theory to make a concrete analysis of the public function of state-owned commercial bank. On this basis, combining the national conditions of our country and orientation of the public function of state-owned commercial bank, it probes into effective countermeasures of the public function rationalization of commercial bank. Undoubtedly there are important theoretic and realistic meanings to the reform and development of state-owned commercial bank of our country. This paper includes four chapters altogether. The first chapter describes the development mechanism of the state-owned commercial bank, and defines the meaning of the state-owned commercial bank. It also analyses the reform and the public function characteristic of the state-owned commercial bank. The second chapter describes three influencing public function theory such as Public Product Theory, Beyond Property Theory and Institutional Change Theory. The third chapter concretely analyses the public function of the state-owned commercial bank, using the public function theory, and analyses the expression of the public function. It also analyses its influence on the development the state-owned commercial bank. On the basis of that, it analyses the awkward choice of its reform. On the basis of former analysis, combining the national conditions of our country and orientation of the public function of state-owned commercial bank, the fourth chapter advances some countermeasures of the public function rationalization of commercial bank from three aspects such as distinguishing the responsibility between policy banks and national commercial banks, peeling off ill creditor's rights of national commercial banks and developing orientation of national commercial banks.
