"Laid-off Workers Settlement from exit SOE"- how to treat the employees , how to compensate them, and the application of the reemployment project of laid-off workers are unavoidable existing problems, when we come to the SOE reform; they are not only the consequence of SOE reform, but also the important premise for the reform continuance. On the one hand, if laid-off -workers settlement can't be solved well, it'll be difficult for the SOE which is supposed to exit, and the reform target is hard to accomplish. On the other hand, laid-off -workers settlement is a social problem more than an economic one; it associated with thousands families. The unsatisfying result will play a negative role in social stability, which is an obstacle in the way of reform. Therefore, this paper is "Studies on Workers Settlement in the Process of SOE Exit": firstly, it expands the range of "SOE Exit theory" with the relevant SOE reform theories as basis; drives the theory more applicable to reality. Secondly, taking the laid- off workers settlement as an unattached study object emphasizes its importance in SOE reform.This paper is composed of 4 parts: the research methods, minds framework, innovation of this paper, and the background information, significance for choosing this title are stated in preface; the relevant reference on SOE exit theory has been outlined: "Economic Humanitarianism", "Kaldor- Hicks Efficiency", and "Implicit Contract Theory". After investigating and analyzing on current status of SOE exit, settlement of various laid -off worker, we finally reveal the main problems on laid-off workers settlement of individual, SOE, and social environment. Based on the first three parts and further analysis, the paper proposes countermeasures and advice to the existing problems in the last part.Through analysis and study on the existing problems in laid -off workers settlement, it comes to the conclusion: 1. The "Implicit Contract" has been a long time among nation, SOE, and its employees, which is the cause for the laid-off workers settlement; 2. According to "Kaldor- Hicks Efficiency", it's necessary and reasonable to settle the laid-off workers; 3. The "Economic Humanitarianism" is supposed to be embodied in SOE exit and laid-off workers settlement; 4.0ur nation should burden the main responsibility in solving the laid-off workers settlement radically with the 3 related theories as basis.The innovation of this paper: 1. It creates the concept of "Exit Quality", places the "laid-off workers settlement effects" into "Exit Quality System"; 2. It constructs the complete "laid-off workers settlement" theories system, which analyze reasons, principleswe are supposed to hold while solving the laid -off worker settlement and the objectives we 're going to obtain; 3. It also proposes that taking the industry characteristics and human resources speciality into consideration, the different countermeasures should be made in laid-off workers settlement.
