Research On Diversified Exit Modes Of Rural Homestead Under The Background Of Peasants' Citizenization

In the process of China's sustained high-speed urbanization,on the one hand,the contradiction between the expansion of urban construction land and the protection of arable land is prominent,while on the other hand,the rural population continues to decrease,and rural homestead is largely idle and exceeds the standard,and the potential for reclamation is huge.Peasants'citizenization can realize the synchronized development of population urbanization and land urbanization.The transfer of rural construction land indicators to cities and towns can effectively alleviate the above-mentioned land use contradictions.But as the most basic function of rural homestead in China is the function of housing guarantees,it bears the role of social stabilizers,and China's social and economic development is unbalanced,the natural conditions in different regions are also very different.So we should adopt a diversified withdrawal mode for the withdrawal of homestead in light of local conditions.Based on the premise of peasants' citizenization,this paper combines the specific situation of different regions and different peasants to build a diversified exit mode for rural homesteads on the basis of extensive public opinion survey and systematic analyses,and promote the smooth implementation of homestead retreat and peasants' citizenization,and expand to other regions.The main contents are as follows:(1)The connotation and characteristics of the right to use rural homestead.Explain rural homestead,the right to use rural homestead,and the connotation,subject,object and type of rural homestead retreat;(2)Theoretical analysis of the factors influencing the exit of the homestead.Integrate natural,social,economic,and policy factors,combined with relevant theories,to analyze the driving factors and limiting factors for the exit of rural housing sites under the conditions of peasants'citizenization;(3)Construction of the theoretical analysis framework for the exit of the homestead.Through the systematic analysis and comparison of the benefits and costs of various factors in the process of exiting the housing estate under the conditions of peasants' citizenization,the theoretical analysis framework for the exit of the homestead is constructed.(4)Case study on the influencing factors of peasants' willingness about exiting from the homestead.Based on the premise of peasant citizenization,the questionnaire for designing the willingness of peasants returning their homesteads is designed according to the results of comparative analysis of the cost and benefit of peasants' homestead exit,and extensive surveys and in-depth interviews are conducted in Henan Province.Using discrete selection model and SPSS statistical analysis software,this paper systematically analyzes the factors affecting peasants'willingness about exiting from the homestead,and screens out the significant factors.(5)Construction of a diversified exit mode for peasants'homestead.Based on the above statistical analysis results,consideration of location conditions,socio-economic development level,and household differences,this paper aims to construct the diversified(differentiated)exit mode such as urbanization + monetary compensation mode,rural community urbanization + physical compensation mode.
