Research On The Comparison Of Private Enterprise Development Between Hunan And The Developed Provinces

Since the reforming and opening up in 1980s, the private enterprise has been developed rapidly in Hunan province, but there is a disparity when comparing to that of the developed district ,especially the provinces of Guangdong, Jiangsu, Zhejiang, etc. The disparity represents that the scale and quantities is lower than those of the developed provinces. By the comparison of private enterprise development between Hunan and the developed provinces, this thesis aims at Probing into the disparity between them actively, analyzing the reason of the existing problem, and finding the way and countermeasure solved, offering theoretical direction and basis for the development of private enterprise of the present stage. By the comparative analysis of the development of private enterprise of Hunan Province and the development province, This thesis discovers that because of the poor economic and technologic level, dispersing industry location and failing to form a piece of strong "breathing field" in Hunan, Therefore there does not exist a strong gathering center of industrial economies, thus many economies flow to enter Hunan from north and south can't be assembled, but have been attracted by the adjacent and strong key city( Guangzhou, Wuhan, etc.) , and this has greatly restricted the development of the private enterprise of Hunan Province. A "system drop" exists when comparing Hunan Province with developed province. Because the developed provinces have comparatively superior position advantages, they are easier to obtain the preferential policy of the central government, but Hunan Province is less likely to get the treatment of the government for possessing these conditions. In financing and investing, the developed province has greater flexibility and appeal more than Hunan Province, they solve the practical problems for private enterprise in case of national financing difficulty, set up various kinds of special service organizations and risking investment funds, and make good use of the folk capital. By the analysis of the difference in the enterprise management mode, this thesis discovers that the private enterprise management mode of Hunan province can be concluded as the empirical family management mode with the manger of entrepreneur of physical type, though this management mode have the feasibility of existence, it restricts the development of Hunan private enterprise as well. Through comparative analysis, this thesis puts forward some policy and suggestion from the reality to the development of the private enterprise of Hunan Province, finds out the countermeasure and tactics which meet the present situation from enterprise angle to make it suitable for the state of development of different private enterprises, opens up the development way of the private enterprise. This thesis mainly innovates the following three points: First, it compares the development of the private enterprise of Hunan province and the developed provinces; Second, it analyses the difference of district enterprise management mode of Hunan province and the developed province from the microcosmic angle; Third, It puts forward the incentive mechanism to operators of private enterprises'reform and optimization by the satisfaction functions of the agent and deputy.
