With the development of economic, enterprises are facing with the changing business environment. The new challenges are how to quickly respond to competition, effectively implement the strategy, manage and spur the knowledge workers. In these series of challenges, human resource has become a key factor for competition. People paid more and more attention on the theory and practice research of HRM. Performance management has gradually become a widely recognized human resources management process. This paper analyzed about tradition performance management and pointed out it considered itself only from the layer of HRM. It didn't consider the relationship between corporate strategy, operations and personnel flow system, has little association with the company's overall strategy and competitive advantages, hard to integrate to the system of staff development and encouragement. The tradition performance management has been unable to meet the development needs of new enterprises. The current performance management system which based on the company's strategy also has many deficiencies and shortcomings.To meet the growing competition situation, enhance organizational performance, this paper presents a special enterprise performance management model which is based on the platform of position cluster to build strategy performance management system. The model can be summed up is two platforms, four systems, mutual integration.①The two platforms are position cluster management platform and performance management information platform. This paper analyses the limitations of the position management, proposes the management model of position cluster,introduce the process of divide position cluster and build the system of position cluster layers and integration idea of the incentive mechanism system and career development system, provides a basic platform for strategic performance management system, proposes the pattern and function of performance management information platform. With the support of information technology, the position cluster platform can be integrated with other systems better.②Four systems are strategic planning system, strategic objectives decomposition system, performance management cycle system, strategic performance security system. This paper system considers from the layer of strategy and considers the performance management to be enterprise strategic system, proposes a program from strategy analysis, building the objectives and KPI. Strategic objectives decomposition system is divide the key indexes to all levels, and the strategic key factors were summed from strategic planning system, and make the direction of the efforts of enterprise organization and staff same with the corporate strategic direction. Performance management cycle system is from performance planning to performance implement and management, and then to performance evaluate and appraise and to performance result. This is a PDCA cycle. In the part of strategic performance security system, the operation factors are proposed which is used to achieve the systems running the right way. In this paper, every aspect of the implementation steps and key points has been carried out on.③Mutual integration was leaded by strategy, based on the platform of position cluster and information, integrated performance management, incentive mechanism, the development of access and quality of management to achieve the match and collaborative of strategy and to change the tradition HRM model which are simple and parallel. At last of this paper is a strategic performance implementation program which is used to a power factory,the results of implementation the program is illustrated too.
