The state-owned enterprise (SOE) reform is a key link of the socialist market conomic system reform of our country. Practice of more than 20 years proves that the reform must focus on the sound development of the whole, and the reform direction in the state-owned enterprise should go by such a proceed of national economy that the state-run capital drives the state-owned economy even, the state-owned economy drives to national economy. At the thread, we must carry on strategic reorganization to state-owned economy, that is, tied by capital, it goes to adjust the range of the state-owned economy voluntarily, which makes the state-run capital centralized from general competition industry to the strategic industry which the country must control. While at the stage in middle period of industrialization, our country is developing with higher speed. Under this kind of industry stage condition, it is centralized to the strategic heavy chemical industry that there are more controls of the state-owned economy, namely realize the control to the production field of state-owned economy. However, the economic globalization that the international monopoly capital is leading has already brought the new subject: Capital control in the field of circulation is not inferior to control in production field at all correctly. This research thesis, through analyzing to the real example in the field of circulation of our country since 1990, announces that the reform in the field of circulation of our country lags behind the whole national economy seriously, and lags behind the industrialized process, which causes the field of circulation of our country to present the strategic crisis omen at the present stage. For instance, the strategic energy is supplied with insufficiently, the infrastructure is difficult to guarantee the market circulation of the important goods that circulate, the circulation industry legislating is limited by foreign monopoly capital, etc. This indicates, during the last ten years, that both our country's policy-making level and theory circle ignored the field of circulation's important strategic position that lives among national economy. Based on such real example, this thesis proposes the crisis stems from the structural contradiction of the industry and competitiveness contradiction of three major capitals in the field of circulation. For taking precautions against crisis that may appear, the state-run commercial capital entering the field of circulation must carry on some strategic control the field of circulation in our country and takes four major controls to the field of circulation, namely reflecting the consumption structure change, leading factor modern tocirculate productivity development,playing a role of demonstrative guide and cooperate to maintain fair market order and to match the national macro adjustment and control policy. The state-run commercial capital should be participated in circulating the structural change of the industry actively, and cooperate with private capital, foreign monopoly capital getting involved in the field of circulation actively. Combining the state-run economic reform to practice, this research thesis has proposed the construction way of the control of the state-run commercial capital. Meanwhile, it takes the important industrial means of production and the information technology products circulation as example, then tries to explore from practice one directs way of realizing the control of state-run commercial capital concretely. Lastly, the thesis ends with some bold discussions about the state-run commercial capital "walk out" and the internationalization strategy.
