In recent years, there are enormous fund shortfalls in the infrastructure construction of our country, national budgetary investment is too inadequate to afford greater pressure of infrastructure investment; On the other hand, private economy, whose strength is powerful, has the strong wishes to invest into the infrastructure construction. And as to the project that the government initiates, which is usually quasi-operational project, must be public-spirited and also be beneficial. Under such a background, how to shift social resources to put into public infrastructure construction, change the situation that the investment merely depends on the national finance, become a problem that urgently to be solved. Then, PPP (Public-Private Partnerships) emerges with the tide of the times. Compared with other financing model, its scope of application is wider and its advantage is more obvious. PPP make it possible that the public department and private department can make full use of their own advantages and experience, provide high-quality products or service to the public.Though PPP model is extensive applied abroad, it is just started in our country. For our country a developing country going through transition from planned economy to market economy, how to apply PPP model in the infrastructure lacks relevant research yet. On the basis of consulting a large number of materials, this paper's research of PPP model is as follows:At first, this paper studied the definition ,of the PPP model, explores its theory background, birth background, and its application abroad. Then suitable forms of PPP model of our country, the participants' contract relationships, the operation procedure of PPP model has been discussed in details.Risk allocation is crucial to the success PPP project. In chapter 4, this paper has done concentrated research to this question. On the basis of case analyzing and under the help of expert panel, this paper has set up a risk evaluation index system based on participants, and has set up a risk evaluation model with the Analytical Hierarchy Process and Fuzzy Comprehensive Evaluation. Whether the risk evaluation model is effective or not, a key factor is the rational proportion of the risk factor. This paper introduces the thought of clustering analysis, take advantage of Euclidean Distance and Correlation Coefficient to describe the similar degree of risk factor's proportion made by experts, then the goal of optimizing proportion has been achieved.At last, the paper makes real example analysis to the first PPP project inchina------subway No.4 line in Beijing through the risk evaluation model set up inchapter four. In addition to confirming the evaluation result is objective and reasonable, this analysis has also offered a valuable reference material to the application of PPP model in infrastructure construction in our country.
