The Study Of Public-Private Partnerships Cooperative Management Mode In The Municipal Infrastructure

During the urbanization of China, the construction and management mode of the municipal infrastructure have already become obstacle of process to Chinese urbanization, traditional management mode of municipal infrastructure hasn't already meet the present demand of Chinese urbanization process, considering construction more important than management is still a common phenomenon. Basing on clarifying the absence of traditional management mode, this paper explicates the necessity of adopting management mode of public-private partnerships (PPP).The study of how to adopt the mode of PPP to abstract capital is relatively ample, but the study of how to adopt the mode of PPP to manage is basically absent. This text will make a study of how to adopt effectively management mode of PPP to municipal infrastructure in respect of management. Mainly including the five following respects. First, setting up the theory framework of economics for the management mode of PPP. It has three aspects, one is public goods theory, the product and service offered by municipal infrastructure have characteristic of public goods, while public goods is divided into purely public goods and non-purely public goods. Government offers purely public goods and private department offers non-purely public goods mean that the characteristic of non-purely public goods of public goods provide the possibility of private department's offer. Another is the natural monopoly theory, the municipal infrastructure mostly have a characteristic of the natural monopoly, it is impossible for natural monopoly industries to be offered the products or the service by the market, the trade field with natural monopoly is the field that the market does not work well and needs government's essential intervention, that is why government can not totally depend on the private department, but must cooperate with private department. The other is the agency by agreement in the management mode of PPP; government's public department represents public interests. The public trusts government's public department to offer the products or service in the infrastructure, the public department trusts the private department to produce and offers products or the service to the infrastructure again because of public department's poor efficiency and that the public's demand beyond the government's financial resources at the same time, it is the key for cooperative success between public and private to how to choose the encouraging contract in the commission agent relation of the public and public department, public department and private department. Second, analyzing the limitation of the traditional management mode. Government's public department has two major defects in the management and administration of the infrastructure. One is poor efficiency, another is considering construction more important than management, we also can say that only construction exists and management doesn't exist. Poor efficiency is caused by many aspects and also displayed in many aspects. For example,government public department's omission compatible with offside phenomenon in municipal infrastructure management, public ownership is wasted etc. The phenomenon of considering construction more important than management also displays especially serious, it's also caused by many aspects and displays in many aspects. For example, building the image project, achievements project etc. Third, probing the reason of PPP and dividing the form of the management mode of PPP. We can confirm which city's municipal infrastructure suitable for adopting management mode of PPP according to the theory that the project can be distinguished and the characteristic that it can be set. We can adopt different form of management mode of PPP for existing and newly-built municipal infrastructure, There are different characteristics for different form of PPP. Categorize the risk in the management mode of PPP, and study how to allocate all kinds of risk between different departments. Discuss in detail the whole process of management mode of PPP from confirming project , selecting cooperative partner and changing cooperative partner.Fourth, providing the framework of performance assessment of the management mode of PPP, and perfecting the system of the management mode of PPP at the same time. The assessment of PPP is different from performance assessment of collaborative project itself and assessment of the social influence of municipal infrastructure project. As to perfecting the supervision of PPP, this text will probe the process of supervising from three respects of economy supervision, technology supervision and common service. And also analyzing the existing problem of Chinese present supervision about the subject of supervision.Fifth, pointing out the existing problem of Chinese municipal infrastructure at present, combining with the actual condition of Shanghai's infrastructure management and administration, and looking forward to the prospect of adopting the management mode of PPP in Chinese municipal infrastructure from now on.
