Under the condition of market competition, the telecommunication service has formed the pattern of many operators' competition management. The China telecommunication group company built up 9 province companies in the north,to keep the national network unify and integrity,and recover the correspondence service ability in the national scope,after China Telecommunication divided up. The northern telecommunication just established, However, The northern telecommunications only accounts for 1% of the share on the regular telephone market of the North , accounts for fewer than 5% of the share on the data service market of the North. The competitive power is very weak. In order to strengthen the competitive power of enterprises, the main strategy of China Telecommunication is expanding the service kind constantly and improving market share. This paper`s research object is Telecommunication Company of Jilin Province. It analyzes and predicts the space and latent markets of the service development with the theories and the methods of the telecommunication service development,points out the problems of service development and it`s reasons.At the moment,it also inquiries into the mode of service development for Telecommunication Company of Jilin Province.I hope this paper can make valuable contribution to service development for Telecommunication Company of Jilin Province. This paper is composed of four parts. A: Introduction This part mainly introduces the present condition and the meaning of service development of Telecommunication Company of Jilin Province. I manufactured the technique route diagram to guide the reader's reading. B: The theory and the method for the telecommunication service development There are mainly three kinds of method for service development: The way of the existing core service developmnet; the way of the fast growing service developmnet and the way of the service developmnet in the future. Ansoff once proposed the product-market expansion grid.The old product and old market adopt the strategy of market permeate; the new product and old market adopt the strategy of product development; the new market and old product adopt the strategy of market development; the new product and new market adopt the strategy of diversification. Main characteristics of the telecommunication market marketing are whole,cooperation and long-term. The methods of the telecommunication market marketing are Outlet marketing,Combine marketing,Brand marketing,Experience marketing and Difference marketing. C: The analysis of the space and the core problem for the telecommunication service development First, analyze the space of service development for Telecommunication Company of Jilin Province. The core service development: A newly operators can enter the telecommunication market quickly with developing telephone card service. The fast growing service development: In recent years, the broadband service was developing quickly. The broadband service is just in market cultivation stage in Jilin Province.The potential market development space is huge. The service development of the future: Our country has established the total strategy of the informationization drives industrialization. There are morethan 20000 small business enterprises in Jilin Province. More than 90% business enterprises did not carry out informationization. The informationization construction faces the huge opportunity and challenges. Next analyze the core problem and its reason of service development for Telecommunication Company of Jilin Province. The exterior problem mainly is interconnection with other operators; The internal problem now is it only valued promote sales, but neglected outlet management, product management and price management etc. D: The path and the countermeasure for the service development According to the thorough analysis for the space and the core problem of the service development and present condition of Telecommunication Company of Jilin Province,It should build up two marketing system, customers' marketing and product marketing ,to expand the service. Customers' marketing is a lord, the product marketing for assist. This paper proposed the concrete marketing project to three service respectively(The broadband service; Telephone card service; informationization service of small business enterprise). At the same time,this paper proposed the solution and the countermeasure for exterior and internal problems. In a word, Telecommunication Company of Jilin Province should not only develop the foundation core service strongly, obtaining the service income, but also value the fast growing service.At the moment,it should carry on the information service development to make the company transfer into service provider of integrated information quickly. I hope this paper can provide the new way and thinking for service development, at the same time, contribute to the service development of Telecommunication Company of Jilin Province.
