Studies On The Supervision System Of Tending And Bidding In HangZhou Construction

With the fast development of the economy and the rapid pace of urbanization, the construction scale in China is getting larger and larger. However, myriad malpractices by the governmental supervision on the construction tending and bidding have arisen at the present situation, which even impacts on the project quality and honest government in China. Based upon such conditions, this paper tries to probe into improvement for HangZhou construction tending and bidding supervision.This paper reviews the history of construction tending and bidding supervision by the government, lists the existing problems in HangZhou governmental supervision and demonstrates the significance of the research into the governmental supervision on construction tending and bidding.This paper analyses the necessities of governmental supervision under the market economy, probes into the reasonable of governmental supervision mechanism, combines the analysis of each part market actions, which are formed during the whole tending and bidding.This paper tries to reform the construction tending and bidding supervision system by suggesting tending and bidding statutes ,adjusting supervision mechanism, replenishing supervision substance and programs, founding special supervision organizations, and demonstrates the possibility which the new system can or not perfect the present problems.The research in this paper can help resolve the problems existing in the governmental supervision on construction bending and bidding, provide the reference about improving the construction tending and bidding coordinatial development.
