On NPC in Feb. 2005, Premier Wen Jiabao promised to cancel agriculture tax the next year instead of in 5 years as planned, which indicated a tax-free era for Chinese peasants, whereas caused the supply of Chinese rural public goods, full of problems before, even more difficult to sustain as a result of much decrease of financial revenue of the rural government. Therefore it is essential to reform and innovate the system of supply to meet the need for the rural public goods in the post-tax-and-fee era.At the beginning, the theories of the public goods were introduced, followed by the concept, category and importance of rural public goods.Then the processes of the supply of Chinese rural public goods were retrospected respectively since the period of people's communes and the period of the household contract responsibility system and comparison was given to the systems of the two periods.Next, the problems of the supply of rural public goods in the post-tax era were investigated, such as inadequate gross supply, irrational supply structure, inefficient and unfair supply, etc.Fourthly, the reasons of the above problems were explored, i.e. inappropriate responsibility allocation, short supply of public financing, the separated economic policies of town and country known as the state of duality and the government up-to-down policy-making system.Finally, four countermeasures to solve the above problems are discussed in detail. First, restructure the financial operation system of the rural government. Second, reform the rural government and re-regulate its function. Third, establish a policy-making mode of rural public goods. Last, broaden the money-raising channel of public goods.
