Research On The Problems And Countermeasures Of Rural Public Goods Supply

Since the 18 th national congress,the Party Central Committee has focused on building a well-off society in an all-round way,vigorously implementing the accurate strategy of precision poverty alleviation,and accelerating the pace of poverty alleviation.The 13 th Five-Year Plan explicitly requested to strengthen the government responsibility,effectively improve the level of protection of people's livelihood,solve the most realistic interests of the masses,improve the ability of public services to build and sharing.The rural public product mainly includes rural public infrastructure construction,rural basic education,rural medical and health care,beautiful village construction to meet the demand of peasants' basic services such as the integration of public products.The supply of rural public products has always been closely related to the overall development of the national economy,the “Agriculture,Countryside and Farmer” problem in China has been highly valued by the party and the government.Many problems in rural public products supply in the new era under the background of supply side reform seriously affect the rural economic and social development and the pace of building a moderately prosperous society,it is of great theoretical significance and practical significance to improve the effective supply of rural public products.This paper first explains the basic theory of rural public products supply: the definition of public products and its basic connotation,the supply of rural public products classification,government supply mode,market supply mode of public products in rural areas,the voluntary supply of rural public products supply,the change of Chinese rural public products supply mode,the difference between the supply of rural public products and function orientation of rural public products in new rural construction,and from improving agricultural productivity,improving farmers' living standards,promoting the construction of new countryside,accelerate to realize the integration of urban and rural areas,Many aspects of promoting rural spiritual civilization construction have expounded and studied the important position of rural public products supply in the new rural construction.Then it expounds the main measures and achievements of the supply of rural public products in the new era.At the same time,this paper reviews the new China's initial era,the people's commune system period,the household contract responsibility system period,and the rural public products supply mode after the tax reform.Then pointed out that the supply of public products in countryside in the new era is inadequate,the government fiscal expenditure on rural basic public services is too low,the rural social security system is not perfect,the supply of rural public products,supply of public products in rural areas the main dislocation structure imbalance problems,and further from the urban-rural dual structure,the lack of rural grassroots government financial resources,the influence of the financing way and transfer payment system is imperfect,the grassroots government power and financial rights are not unified,the externality of rural public products and “three agriculture” natural weakness in-depth analysis of the cause of the problem.Finally from the rural public product supply responsibility of governments at all levels,decision-making mechanism of supply of public products in rural areas,the traditional way of rural public products supply,the incentive mechanism of rural public products supply,the supply of rural public products transfer payment system,and puts forward some countermeasures for perfecting the supply of public products in rural areas in the new era of rural small towns play population effect etc.It aims to promote the effective supply of rural public products in China in the new era under the background of supply side reform,which will help to build a moderately prosperous society in all respects.
