The new technology revolutions which a list of technology inventions and developments of micro-electron, computer, biological technology and so on, urge a great many of new hi-tech technology industries and hi-tech medium-small firms. Because of adapting to the dispersed and small-sized development of new technology revolutions, being important medium of developing hi-tech industry and representing the direction of the future industries, these hi-tech medium-small sized firms are supported by the governments and full of vigor and vitality in many developed countries . Now , the establishment and development of hi-tech industry at a core of micro-electron and information technology have become the most important part in one country's economic developments , which are looked upon as the foundation or main symbol about prosperous economy, flourishing science and modem civilization of one country.Since 1990s, United States and Japan both have intensified the structural adjustment for the economy of their own country. This kind of structural adjustment all occurred in high-tech field and relied on high technology, which was completed by cultivating and supporting the development of high-tech enterprises of small and medium size. Therefore, United States and Japan successfully kept their good momentum of development in economy. Now, China is undergoing a transitional period from a planned economy system to a market economy system, with the economy growth sliding down and economic conflicts in-depth getting increasingly sharp in that the level of productive technology lags behind, scientific and technological content in products is low, added value is low, and market competitiveness is of great lack.. This shows the fact that how to adjust economy structure relying on high technology is also a new problem China's economy is facing now. Presently, with numerous Chinese literatures studying on the high-tech industrialization, studies on enterprises of small and medium size are getting popular, but the study on the development of high-tech enterprises of small and medium size is by no means profound. Moreover, high-tech enterprises of small and medium size can be said to be micro bodies of the high-tech industry, for the healthy growth of manyhigh-tech enterprises of small and medium size is dispensable to the high-tech industrialization of a nation. Therefore, study on the development of high-tech enterprises of small and medium size is of great need both practically and theoretically in current situation. This paper explores the in=depth matters of opportunities, conditions, approaches, and measures, etc for the process of developing the high-tech enterprises of small and medium size. It is divided into five sections in the light of the guideline of "putting forward the problem, analyzing the problem and solving the problem". Section One explicitly introduces the definition, features and functions of the high-tech enterprises of small and medium size; Section Two deeply analyzes the important roles played by Chinese high-tech enterprises of small and medium size in China's economic development, as well as the factors affecting the development of the high-tech enterprises of small and medium size; Section Three states both opportunities and challenges in the course of developing Chinese high-tech enterprises of small and medium size; Section Four concludes the successful developing experience of worldwide and what we can learn from them; Section Five proposes four measures on intensifying the rapid development of Chinese high-tech enterprises of small and medium size.This article tries to explore several questions of developing our country's hi-tech medium-small firms from macro and micro angles .On one hand this article from micro angle argue that the fountainhead of comparative advantage comes from technology innovation , management and innovative incentive , which those firms develop at a core of technology innovation , meanwhile good management ensure the innovation successful, and innovative incentive provide motive power for innovation . On theother hand , by combining the other countries' successful experiences with our country's actual situation, the author from macro angle try to demonstrate the mecessary outside conditions to ensure those firms growing , then the author puts forward a list of countermeasures and tries to explore in this research field .
