Study On China's Urban Water Supply Mechanism

The urban water supply is an fundamental industry that relates to the development of urban economy and urban people's normal life. In China, because of the historical lag of reforming financial mechanism, the singularity of property right, the states owned property right's excess monopoly, the exclusion of private and foreign capital, the urban water supply mechanism being old, and so on, urban water supply is insufficient, the quality problems of supplied water is always around, and the industry of urban water supply is inefficient.This paper is made up of four chapters. In the first chapter, theoretic analyzing about urban water supply system, the functions and characteristics are discussed, the traditional urban water supply theories are introduced and the development of urban water supply theories is studied. In chapter two, the demonstration analysis on the institutions of China's urban water supply system, the author mainly works over the history of China's urban water supply's institutions, the changes of its manage mode, the current situation of its manage mechanism, especially its financial and organizing mode. On the basis of that, the future trend of its manage mechanism is studied. Chapter three, the reference on foreign cities' water supply managing institutions, mainly picks up four west countries—Britain, Holland, U.S.A, France—for instance, and analyzes many aspects of their urban water supply systems such as water supply ability, financial system, government supervision, water price decision and so on, and then, based on that, we can draw some experiences for the innovation of China urban water supply's managing institution. Chapter four, innovation on China's urban water supply mechanism, mainly analyzes some factors that influence the managing efficiency of China urban water supply mechanism. Aimed at China's current situation, by using foreign cities' water supply's managing institution and its innovation, methods of howto innovate China urban water supply's managing institutions are studied.The basic conclusions of this paper are that the greatest defect of current institution in China urban water supply mechanism is the excess monopoly of government and public sector, and the poor managing efficiency brought by it. Under the government's macro-economic-control, gradually opening China urban water supply's market to private and foreign capital, promoting the industrialization and marketization of China urban water supply, can ameliorate the efficiency of China urban water supply in all probability.
