Research On Urban Water Supply And Economic Development In China

China is rich in water resources,ranking sixth in the world,but the population is large,the water resources per capita is only about a quarter of worldwide average.Water distribution is uneven,areas from the north and the south are in great disparity.In recent years,water pollution increases the supply-demand gap of available water resources,and acceleration of urbanization puts forward urgent demand for water quality and quantity.Improving the efficiency of water supply chain to increase water quantity is imperative.On the other hand,wasting of resources and environmental destruction occur repeatedly,the rough development mode that since the founding of new China is confirmed not sustainable.It is necessary to find a resource intensively and environment friendly pattern to further develop economic.As one of the necessary inputs in economic development,when we improve the efficiency of water supply to meet the demand of water using,whether economic efficiency can be increased even comprehensive development efficiency growth can come true? Based on this mechanism,from the city perspective,we use the Network-BAM model,take the water supply system as the first stage,the city economic development as the second one,and combine this two stage through the water supplied by water industry which is the first stage output also is the second stage input.We measure the water supply efficiencies and economic efficiencies of Chinese 120 cities from years 1999-2014,obtain these two efficiency calculation results,and assign weights for the water supply phase and economic phase,then calculate the comprehensive development efficiency.Then we use the OLS regression to empirically analyze the influence factors of the efficiency.The main conclusions of this paper are as follows: as the full sample reflects,the economic efficiency in each year is generally higher than the water supply efficiency,China might pay more attention to the economic growth while ignoring the development quality over a long period on the past.During 1999-2014,the water supply efficiency,economic efficiency and comprehensive development efficiency have no apparent progress.The source of two stages inefficiency is mainly the inefficiency of input factors,especially labor input.The efficiency of water supply,economic efficiency,and comprehensive development efficiency in the eastern region are the highest;the comprehensive development efficiency and water supply efficiency in the central region ranks second,and the economic efficiency in the western region ranks second while the comprehensive development efficiency ranks third.Water price has a positive effect on the efficiency of water supply.The development level of the region is positively related to the comprehensive development efficiency,so the overall highquality development of the region is the true meaning of sustainable development.We shall adjust the industrial structure according to the actual situation in the region.This paper suggests the government pay close attention to improve the efficiency of the elements using in the process of economic investment,especially the use of natural resources.Do not simply chase the economic growth quantity when formulating the regional development strategy.And this way may achieve sustainable development of the economy.
