With carrying out the reform and opening policy deeply, it's well known that science and technology will greatly contribute to the furtherance of economy. When State Council made the decision to accelerate science and technology and announced the strategy of developing the country by relying on science and education On the may 6,1995, it's widely accepted that "science and technology is the first productive force", every province and city in china announced a lot of strategies such as developing the province by relying on science and education developing the city by relying on science and education , developing the industry by relying on science and education , developing the agriculture by relying on science and education . The aim of this dissertation is finding a direct way to developing Hubei province by relying on science through analyzing the development of Hubei province's science and technology, and summarizing the experiences and the lessons from 1949 to 2004.The dissertations specially studies the track of the development of science and technology of hubei Province from 1949 to 2004 and the direct way of developing Hubei province by relying on science .In part one, there are three chapters which state how to developing science by relying on Hubei province accord to the objective law of the development of science and technology, the first chapter is, the development of science and technology from 1949 to 1977, the second chapter is, the development of science and technology from 1977 to 1989, the third chapter is, the development of science and technology from 1989 to today; in part two ,there is only one chapter, that is the direct way of developing Hubei Province by relying on science naturally by referring to the experiences and the lessons.With very Deep-going understanding the track of the development of science and technology of Hubei province from 1949 to 2004,it has significant theoretic and practical sense for Hubei Province that understanding "science and technology is the first productive force", reforming the science system, catching the essential science and technology , encouraging innovation, revealing science and technology and economy cooperation and strengthening science and technology education .
